obama has been watching this unfold while on his vacation on martha's vineyard. the president today gave his first public remarks, condemning the violence on both sides. >> while we want to sustain our relationship with egypt, our traditional cooperation cannot continue as usual when civilians are being killed in the streets and rights are being rolled back. as a result, this morning we notified the egyptian government that we are cancelling our biannual joint military exercise scheduled for next month. >> the president referred to the change in power in egypt as the military's intervention. there's another word that could be used to describe the act of a military overthrowing, a democratically elected leader and installing a new government in its place, a coup, but will you not hear anyone in the obama administration use that word. if they did call it a coup, the law dictates the u.s. would have to stop sending aid, specifically $1.5 billion in annual aid to egypt. so the state department has decided it simply will not decide. >> the law does not require us to make a formal determinatio

. president obama has condemned that aid, but the u.s. aid continues to trickle in. dan loathian is in martha's vineyard where the president is on vacation. dan, why did the president decide to step up that between egypt and the u.s.? >> well, there had been impact for the obama administration to do much more. there and of course, was that delay of f-16s to the egyptian air force. but what the obama administration is not seeing is this quick transition to the elected government in egypt. so they really wanted to send a strong message to the egyptians to put pressure on them. they began, according to a senior administration official, talking about pulling out of this biannual meetings known as bright star, about the time in june when they decided to cancel the f-16 jets but when the violence really began escalating that's when the president decided late wednesday night that in fact they would pull out of the those joint exercises. do they believe that will have direct impact on the ground, even a state department official saying there are limitations to this move but they do believe it will se
